Following this meeting, a meeting of the Chapters of Arkansas was called to order by M.W. Willie Sheppard Jr., 33°, Grand Patron, District Deputy, District 5C, for the purpose of electing officers. The slate of the first six officers was agreed upon by the Matrons Council in the meeting of April 21, 1992. M.W. Carl Whittaker, 33° , Grand Patron, presiding, called for completion of the slate.

 Grand Patron Whittaker asked for a motion to accept the slate of officers for Deborah Grand Chapter. It was moved by Sis. Sallie Lewis of Electa Chapter #59 and seconded by Sis. Lula Tyus of Unity Chapter #327. The motion was carried with an unanimous vote. Sis. Josephine Howard, Grand Matron, Qucen of Sheba Grand Chapter O.E.S. of Texas, Inc. was present along with two Grand Chapter members, Sis. Emma Jackson, and Sis. Elizabeth Jackson. Bro. Horace Williams, Asst. Grand Secretary of UMW Scottish Rite Grand Lodge was also present.

 Bro. Sheppard then applied for a Certificate of Incorporation for the Most Worshipful Scottish Rite Grand Lodge from the state of Arkansas and this was completed October 1, 1,992. Preparations for the constitution, inauguration and installation of officers of the Grand Lodge and Grand Chapter began. The site chosen for this event was the Best Western Inntowne, 600 1-30, Little Rock, Arkansas with the celebration beginning Thursday, November, 20-23, 1992.
